Proctor is saying this to the men of the court, in his last attempt to save his wife and prove that the girls are dishonest.  Procter is trying to save his wife because he confessed to sleeping with Abigail Williams, but when the court asked Elizabeth about it, she denied it to save his husbands name. Now Elizabeth is getting charged with perjury. Procter tells about Abigail’s need to see Elizabeth Proctor dead. This quote has to do with jealousy. Abigail is jealous of Elizabeth because she wants to have Procter. Procter has finally told about his sin, and how bad he feels about it.
